GOVERNMENT ALERT - Massachusetts Senate Bill 2375 Update
The Consumer Electronics Association (CEA), in cooperation with the Custom Electronic Design & Installation Association (CEDIA), defeated Massachusetts Senate Bill 2375 last week. This Massachusetts legislation would have placed new state licensing requirements on those who install home electronics or home electronic systems. However, the legislation was driven by special interests and unfairly exempted certain industries or trades while placing new regulations on others.
Although the Massachusetts bill is dead for this year, it is important to recognize that the issue of licensing those who design and install low-voltage home electronics and systems is not going away. CEA expects the licensing legislation to be reintroduced in Massachusetts, and CEA also expects similar legislation to emerge in other states. If you have a particular interest in the licensing of electronic systems professionals, or if you hear of similar actions in your state, please contact CEA at TechHome@CE.org.
To learn more about this and other initiatives CEA is involved in, please visit www.CE.org/public_policy.

MARKET RESEARCH QUICK STAT
Home networks provide an excellent example of evolutionary forces in the CE industry. The evolution from a single PC to a network is well underway. Home PC networks are nearly evenly divided between networks consisting of one computer connected to another computer (55 percent) and networks consisting of three or more computers connected together (43 percent).
The location of a PC on a network provides an indication of network sophistication. Approximately six in 10 PC networks contain computers that are located in multiple rooms, indicating a relatively high degree of network sophistication. Only seven percent of households are already wired for a home network so the decision to network requires some effort from consumers.
Consumers’ desire to share Internet access was the most cited reason for installing a home PC network. (Source: PC Networking Overview – September 2001, CEA Market Research)

SMART TIPS FOR INSTALLERS
Q: What is a typical programming budget for an advanced home automation system?
A: High-level home automation programming does have a cost associated with its value . . . a cost that is often underestimated. The programming budget should be separate from the installation budget and should include user interface design (touch panel design), actual programming of the main processor/system, and on-site support to test, tweak and modify programming after the original program is completed.
Final programming costs differ from project to project, and range in price depending on the size of the system. So giving a simple verbal estimate over the phone is never a good idea (and trusting a verbal quote is not a good idea either).
Tip provided by David Teel, Co-Founder of Avenida Network, one of North America's biggest home automation design and programming firms. You can contact David at david.teel@avenidanetwork.com or visit his company’s web site at www.avenidanetwork.com.
